Expanding Opportunities for French-Speaking Workers in Canada

On June 15, 2023, the Canadian government expanded the Francophone Mobility Program for two years. It allows Canadian employers to offer job opportunities to eligible individuals proficient in French in various job positions, except primary agriculture. Initially for skilled temporary foreign workers, the program now benefits more French-speaking immigrants, helping them gain work experience and potentially qualify for permanent residency.

Language Requirements

The French language proficiency requirements for foreign nationals applying for a work permit under the program have been updated. Applicants must now show a moderate proficiency level in French for oral comprehension and expression, equivalent to a level 5 language requirement. As evidence of their language proficiency, applicants should also submit supporting documentation, including French evaluation test results, French competency tests, diplomas from French educational institutions, or confirmation of studies at a French-language institution.

In 2019, IRCC issued a total of 1,900 work permits, including extensions, under the Francophone Mobility Program. These numbers remained consistent in both 2020 and 2021. From June 2016 to December 2020, out of 5,700 temporary work permit holders, 1,080 individuals successfully transitioned to permanent residence through the program. As a matter of fact, it is noteworthy that nearly two-thirds of applicants in the Francophone Mobility Program are employed in professional sectors that necessitate postsecondary college or apprenticeship training ranging from six months to two years.
